Even though a lot of the Shire has received some scattered storms, the badly needed good general falls for all have unfortunately not yet come. Hopefully, we have seen the end of the really hot days. Surely the large amounts of rain up in Queensland, particularly along the coast will again ignite serious discussions about the necessary infrastructure needed to divert some of this water inland. The extra extraction from inland rivers in NSW, be it for environmental, high security, agriculture / irrigation, stock and domestic, mining or general security needs, is unlikely to be reliably met unless more water is acquired, stored and then transferred into these rivers when needed. Plans are available for the Federal Government to take bipartisan major infrastructure action that future users and generations will thank them for rather than listen to political blame, hear more Royal Commissions and revisit inadequate water management plans.

Recent advice from the Federal Minister for Local Government, Senator Bridget McKenzie, indicated that the seven projects we submitted totalling $1 million from the Drought Communities Program had all been approved. These were the Façade and Amenities Refurbishment Project at the Pool and a Water Play Area. This will improve the appearance of the front entrance, upgrade the dressing sheds and provide more water play equipment at the Swimming Pool. A major upgrade to the Larkin Oval Canteen. Cementing the floor of the photography and art/painting area of the Wye Pavilion at the Showground. An upgrade of our CBD in Pangee Street offering painting to the shop awnings and shop fronts. Renovations to the Coolabah Hall and revitalising the Historic Chinese portion of the Cemetery with better protection of the burner and a protective fence around the graves.   Bogan Shire Council certainly appreciated being one of the 64 Councils to receive this $1 million funding and will do our best to have all these projects completed by the current required finishing date of 30 June 2019. The criteria and guidelines set for these projects stipulated that Councils could not do the work and projects had to be other than ones Councils are responsible for (eg not roadworks). This meant we had to get quotes from local contractors to submit the projects for approval and now call tenders for these works. The commendable intent of this funding was to provide employment and work for people adversely effected by the drought and no harvest, and some extra purchase of materials for local businesses. However as residents are aware, in small rural centres like ours, we don’t have a lot of local contractors and those we have are flat out.   Our local Federal member has been approached to get the deadline to finish these projects extended.

The petition to slow down train speeds through town is now available at IGA, Foodworks and the Post Office. We hope to meet with the Minister in Sydney in early March to further discuss this safety issue.

Bogan Shire Council would like to advise that due to unforseen circumstances, the opening of the Nyngan Swimming Pool will be delayed for approximately one week this year.

Damage to the floor tiles was uncovered during the pool preparation process and repair work needs to be completed before the pool can be filled.

It is expected the pool will open for the 2017/18 season on Saturday 7 October.  Updates will be posted on Council’s Facebook page and website www.bogan.nsw.gov.au.

BICENTENNIAL WALL RECONSTRUCTION.
Did you or your family make a tile to add to Nyngan's Bicentennial Wall in 1988? You may be aware this structure was damaged last year.
Bogan Shire Council has contracted the original artists to repair the broken section, which will involve the remaking of around 250 tiles as close to the original design as possible. A catalogue of the owners of the broken tiles has been compiled and Bogan Shire is endeavouring to spread the word that there will be a tile making workshop in Nyngan on the 12-13th of August. If the original owners cannot attend, the tiles will be reconstructed as carefully as possible by the artists. Bogan Shire Medical Centre at 76C Pangee Street, Nyngan, will commence operations on Monday 15 May 2017.  The Centre will offer GP services as well as Chronic Disease Management.

The Centre will host two public open mornings on Wednesday, May 10 and Thursday May 11 from 9am until 1pm where it will be possible to view the facility, book appointments and fill out patient registration forms.

A Business Case for a staged approach to providing water security for Nyngan and Cobar has been prepared and is available for public comment.

A 700 megalitre offline storage is currently funded and due to commence construction in 2017.  An additional 700 megalitre storage is planned immediately adjacent to this storage with an additional 3000 megalitre storage and piping of the Albert Priest Channel as further staged options.

The waste facility is therefore CLOSED over the Easter Long Weekend Public Holiday Period being:

The waste facility will RE-OPEN on Thursday 20 April, 2017.

All incidents of illegal dumping will result in enforcement activities with the current maximum penalty of $4,000 for an individual applicable – (Protection of the Environment Operations Act 1997).

Council resolved to amend the current hours of operation at the March 2017 Council meeting. The amended hours will come into effect by the 31 May 2017 and include lunch time opening hours being from 9am to 4.30pm,Thursday to Monday.

Waste / Recycling kerbside collection will be as usual for public holidays (Zone A Waste collection - Tuesday 18th and Zone B Waste and Recycling collection - Wednesday 19th April). Residential Waste Collection Calendars are still available at Council’s Office or on Council’s Website.

The purpose of the Plan is to identify the community’s main priorities and aspirations for the future and to plan strategies for achieving these goals. Significant community input has been incorporated into the draft Bogan Shire Community Strategic Plan.

Council is asking you, local business owners and managers what business skills and knowledge you are keen to acquire and develop via a new project called the Business Health Check.  This will enable Council to identify the specific training and skilling needs and interests of the local business community and in turn Council will work with training providers to facilitate the delivery of relevant training and/or courses locally.  In business, and as in life, we don’t know what we don’t know, and with this in mind the Business Health Check will help business owners and managers to identify not only where their strengths lie but where they may have unknown weaknesses or gaps in their business operations and management.

EARLY LEARNING CENTRE

The Bogan Shire Council Early Learning Centre has re-opened for 2017. It is open Monday-Friday and offers a comprehensive early learning and care service for children aged 0-5. For enrolments or further information call in to the ELC at 32 Dandaloo St, or phone 68359038.

NYNGAN WASTE FACILITY

Opening hours for the Nyngan Waste Facility:

Monday, Thursday, Friday: 9am-12pm 2pm-4.30pm.

Saturday and Sunday: 7.30am-12pm 1pm-4.30pm.

CLOSED Tuesday, Wednesday and public holidays.

Relevant charges and the use of vouchers are now in operation. If you have not received vouchers for your residential property or business, please contact Council on 6835 9000. Tenants should contact their landlord or agent to obtain vouchers.

Council appreciates the assistance from the community in using the Waste Facility efficiently by placing waste in the correct locations.

GRANTS AVAILABLE

Primary Producers in the Bogan Shire are now eligible to apply for Natural Disaster Relief Grants. The NSW Rural Assistance Authority is providing up to $15,000 for assistance to repair damage from the 2016 floods. Eligible costs include replacement pasture and fertiliser, repair and replacement of equipment, repairs to fencing, internal roads, dam walls, creek crossings, pumps, small motors etc. For further information go to www.raa.nsw.gov.au/assistance/natural-disaster-relief/grants-information-and-application-forms

Grants of up to $5000 are available for community groups which are keen to tackle litter in their area.
